The study investigates the implementation of performance appraisal principles in evaluating the performance of civil servants at DPMD Kab. Maros, addressing gaps in objectivity and measurability despite adherence to PP No. 30 of 2019. Performance appraisal is critical for improving accountability, participation, and transparency, yet challenges in applying these principles persist. Employing a qualitative phenomenological approach, data were collected through interviews, observations, and documentation, analyzed using triangulation to ensure validity. Findings reveal that while the appraisal process aligns with regulatory guidelines, its application is suboptimal due to factors such as commitment, mindset, socialisation, resources, and organisational culture. The study proposes strategies including enhanced resources, improved communication, training, and innovative assessment methods to optimise the appraisal process. These insights contribute to advancing public sector performance management and fostering effective governance practices.
